Dr Tom O'Shea

MA LLM (Tax) (with Merit) MPhil PhD (London) CTA (Fellow)


Dr Tom O'Shea is the Director of the Academy of European and International Taxation, London and a Chartered Tax Adviser (Fellow). He is the Editor of EC Tax Journal and has contributed articles to Tax Notes International and other international tax journals. He is a former Editor of Informa's International Tax Report and a former Senior Lecturer in Tax Law at Queen Mary, University of London (until August 2016) and former co-director of the MA in Tax Programme at the University of London.


Tom is an Examiner for the Chartered Institute of Taxation and has helped design and implement their Advanced Diploma in International Taxation  (ADIT) since its initial stages. He has also been an Examiner for the Securities and Investment Institute and has acted as an independent consultant for the Lexis-Nexis EU Tracker Project. 


Tom has been a visiting Professor at Chulalongkorn University, Bangkok, since 2005, at the University of Vilnius, since 2011 and at the University of Valencia, since 2012. He has also been the Visiting Professor in Transnational Law at Northwestern University, Chicago, USA (2013). Tom regularly speaks on EU and International tax matters and has spoken at conferences and universities in the United Kingdom, France, Germany, Lithuania, Italy, Spain, Portugal, Slovakia, Denmark, Netherlands, Luxembourg, Malta, Greece, Sweden, Austria, Belgium, United States, Brazil, Argentina, Mexico, Singapore, Australia and Thailand. 


Tom organises customised EU and International Tax training courses, conferences and events. In recent years, these have included projects involving the Big 4, BDO,  Mazars, HMRC, HM Treasury, EJTN, the Tax Court of Thailand, the Tax Authority of Slovakia, the Supreme Administrative Court of Lithuania, the Supreme Court of Lithuania, the University of NSW (ATAX), Sydney, the University of Western Australia, Perth, the Academy of European Law (Summer Tax Programme), the IBFD in the Netherlands and the Latin-America International Tax Programme.


Tom also organises the annual Avoir Fiscal  EU Tax Conference in London at the end of January. Now in its 12th year, it is established as one of the leading EU tax conferences in Europe.


Tom is the author of Understanding EU Tax 2020 and EU Tax Law and Double Tax Conventions (2008), which is still a leading textbook on the direct tax jurisprudence of the Court of Justice of the EU. His "Triangle Model" explaining how national tax rules and double tax convention rules interact with EU law is now in its 15th year.
